Whereas Section 15.5 of the Procedure By-law currently provides a mechanism for addressing motions that are beyond the jurisdiction of the municipality; Whereas there is a desire to ensure that Council’s deliberations remain focused on matters that fall within the legislative mandate and direct responsibility of municipal government; and, Whereas strengthening the language and threshold for the admissibility of motions based on whether they are within Council's jurisdiction and are a municipal matter relevant to the Whitby community will provide greater clarity for members of Council and the public. Now therefore be it resolved: That the Clerk be directed to conduct a review of Section 15.5 of the Procedure By-law with the objective of strengthening the criteria and threshold for the prohibition of motions that have no relevance to municipal government; and, That the Clerk report to the Council meeting on April 20 with recommended amendments to the Procedure By-law for Council’s consideration.
