Whereas the Town of Whitby continues to experience significant development and redevelopment, including development within and adjacent to established residential neighbourhoods; Whereas changing economic and market conditions may result in approved development projects being delayed for extended periods of time, including properties that have been cleared, demolished, excavated, fenced or otherwise altered in anticipation of development; Whereas property owners may have legitimate reasons for delaying construction, but neighbouring residents should not be required to bear the impacts of poorly maintained development properties for an indefinite period; Whereas development sites that remain dormant for extended periods can negatively affect neighbouring properties and the surrounding community through issues including weeds and overgrowth, debris, deteriorating fencing or hoarding, dust, erosion, drainage and standing water, vermin, graffiti, unsafe conditions, and the general deterioration of the site; Whereas these impacts can be particularly significant where dormant development sites are located within or immediately adjacent to established residential neighbourhoods; and, Whereas the Town's existing Property Standards, Clean Community and Site Alteration By-laws establish standards respecting the maintenance, safety and condition of private property, but do not establish a specific enhanced maintenance standard for development sites that remain dormant for an extended pe

Whereas the Town’s 2018 Pringle Creek Study identified an upgrade to the Dryden Culvert to a single 10-metre barrel design as a recommended improvement; Whereas the 2018 Pringle Creek Study estimated the cost of the Dryden Culvert upgrade to be in the range of $200,000 to $500,000; Whereas Council directed Town staff in 2022 to procure an updated costing for the proposed Dryden Culvert upgrade, but that costing was not subsequently procured; Whereas the 2020 Dryden Bridge, spanning approximately 26 meters and located approximately 700 meters east of the Dryden Culvert, was constructed at a cost of approximately $2.5 million; Whereas the Town’s 2021 Bridges and Culverts Study identified an estimated upgrade cost of approximately $1.94 million for the proposed Anderson Culvert, located approximately 500 meters upstream of the Dryden Culvert; Whereas the significant difference between the 2018 cost estimate and more recent infrastructure construction and costing information demonstrates the need for an updated, site-specific costing to properly inform Council's decision-making; and, Whereas obtaining a current formal costing will allow Council to assess the financial implications, feasibility and potential timing of the proposed Dryden Culvert upgrade based on current construction costs and engineering requirements. Now therefore be it resolved: That staff be directed to procure a formal, current costing for upgrading the Dryden Culvert to a single 10-metre barrel design, consis

Whereas Rolling Acres Drive is a residential roadway that experiences increased pedestrian and vehicular activity associated with the nearby school; Whereas on-street parking along Rolling Acres Drive can contribute to reduced sightlines and increased congestion, particularly during school drop-off and pick-up periods; Whereas maintaining adequate visibility and safe access for pedestrians, school-related traffic, residents, emergency vehicles and other road users is an important municipal responsibility; and, Whereas restricting parking on one side of Rolling Acres Drive, between the school and Waller Street, may improve traffic flow, visibility and overall safety while continuing to provide some on-street parking for residents and visitors. Now therefore be it resolved: That staff be directed to review the feasibility of implementing a No Parking restriction on one side of Rolling Acres Drive between the school and Waller Street, including consideration of traffic flow, pedestrian and student safety, emergency access, sightlines, resident parking impacts and any required signage or by-law amendments; and, That staff report back to Council with their findings and recommendations, including any associated costs and proposed implementation timeline. See following motions Recommendation: Moved by Councillor Bozinovski That Item 1 of the main motion be amended and Item 2 be added as follows, with the remaining items renumbered accordingly: That staff be directed to review the fe
