That Council move in-camera in accordance with Procedure By-law # 8081-24, Closed Meeting Policy G 040, and the Municipal Act, 2001, Section 239 (2)(b) personal matters about an identifiable individual, including municipal or local board employees, and (d) labour relations or employee negotiations.

That, as a result of improved operating efficiencies, one (1) full-time Facility Attendant position be eliminated; That part-time hours be adjusted to reflect the new operating hours; That the aforementioned items are direction to the Chief Administrative Officer in accordance with subsection 239(6)(b) of the Municipal Act; and, That the Clerk be directed to publish this resolution with the open session minutes and a copy of this report with the open agenda once the impacted Staff have been notified. That Council rise from the closed portion of the meeting.

That Council direct staff to reduce the hours of operation for the McKinney Centre to evenings and weekends only, beginning June 1, 2026; and, That programming affected by the new operating schedule be relocated to the new Fieldgate Sports Complex (FGSC) or other Town facility. That Council ratify the renewal of the Collective Agreement between The Corporation of the Town of Whitby and Canadian Union of Public Employees (CUPE), Local 53 – Full-time, for the period of April 1, 2026 to March 31, 2028. That all non-union positions receive the CUPE negotiated annual salary increases effective 2026 to 2027 on January 1 of each year.

That the main motion be amended to consider Items 1 and 2 as separate motions.

That Council ratify the renewal of the Collective Agreement between The Corporation of the Town of Whitby and Canadian Union of Public Employees (CUPE), Local 53 – Full-time, for the period of April 1, 2026 to March 31, 2028.

That all non-union positions receive the CUPE negotiated annual salary increases effective 2026 to 2027 on January 1 of each year.

That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Council of the Town of Whitby at its special meeting held on March 9, 2026 and the same be considered read and passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.

That the meeting adjourn.
