With respect to the application for de-designation under Part IV of the Ontario Heritage Act (OHA) as well as the exemption under Part V of the OHA with respect to the Werden's Heritage Conservation District Plan, for the property at 508 Byron Street South, the Committee recommends that the application be denied and offers the following suggestions for consideration by the applicant and Council: • that the owner undertake a building envelope study to determine the cause of the crumbling of the exterior masonry; • the Committee further advises that the use of stucco as a means of repairing issues with the masonry is not the appropriate solution; • that this process will take time and flexibility would be provided with respect to the enforcement of Property Standards Order File # 18-101113; and • that research be done to identify alternate forms of funding for the work.

With respect to the application for delisting of the property located at 4710 Anderson Street, the Committee does not object to the application for delisting. The Committee further recommends that: • appropriate commemoration to the Arksey family be expressed in the local park through signage, reuse of materials from the original property such as the use of fieldstone from the barn, timbers from the barn, presentation of the footprint of the dwelling in the design, and the relocation of the well; • any printed materials found within the buildings that are considered to be of historic value be offered to the Town of Whitby Archives; and • efforts would be made to locate the

The Heritage Whitby Advisory Committee agrees with the request for the Boxcar to be repatriated to the Railworks Coalition in St. Thomas. The Committee further recommends that the existing railing be extended to accommodate the void left from removing the Boxcar along the existing deck.
