That staff be directed to develop the annual budget to an overall maximum tax increase of 3.24% but staff is encouraged to explore opportunities to decrease this tax rate to 3% or less.

That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Page 2 of 3 Special Council Minutes January 21, 2013 -6:00 PM Council of the Town of Whitby at its special meeting held on January 21, 2013 at 6:00 p.m. and that the same be considered read a first, second and third time and finally passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.
