Special Council Meeting

That Council move In-Camera in accordance with the provisions of Procedural By-law # 6794-13, and the Municipal Act, 2001, Section 239 (b) personal matters about an identifiable individual, including municipal or local board employees and (d) labour relations or employee Special Council Minutes July 16, 2014 - 4:30 PM negotiations.

1. That Council ratify the Collective Agreement between The Corporation of the Town of Whitby and The Canadian Union of Public Employees (CUPE) Local 53 (Full-time Unit), as amended by the Memorandum of Agreement dated July 10, 2014; and 2. That effective January 1, salary increases of 1.5 % in 2014; 1.25 % in 2015 and 1.25% in 2016 be approved for all Non-Union positions; and 3. That effective January 1, 2015 the benefit plan for all eligible Non- Union employees be amended to reflect the vision and dental coverage changes in the renewed Collective Agreement between The Corporation of the Town of Whitby and The Canadian Union of Public Employees (CUPE) Local 53 (Full-time Unit).

That Item 2 of the main motion be deleted and replaced by the following: That all Non-Union positions receive the CUPE negotiated annual salary increases effective 2014-2016 in January of each year.

1. That Greg Hardy be approved as the Acting Commissioner of Public Works from July 1, 2014 to January 31, 2015; 2. That Brent Rice be approved as the Acting Commissioner of Public Works from February 1, 2015 to August 31, 2015; 3. That up to $75,000. be approved for consulting services as required to manage Public Works construction contracts between July 1, 2014 and September 1, 2015; 4. That adjustments to supporting staff salaries as outlined by the Chief Administrative Officer be approved; 5. That the source of funding for all of the above be the 2014 and 2015 Public Works Operating Budget

That Council ratify the actions taken at the Special Meeting of Council, save and except Item 2.1, due to Councillor Drumm's declaration of pecuniary interest.

That Council ratify Item 2.1 of the Special Meeting of Council.

That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Council of the Town of Whitby at its special meeting held on July 16, 2014, and that the same be considered read and passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.
