Special Council Meeting

1. That Report CAO 10-18 from the Office of the Chief Administrative Officer pertaining to the Whitby Civic Centre Master Plan and Municipal Headquarters Expansion Project be received; 2. That Council approve the project moving to Phase 3 and that the Page 2 of 4 Special Council Minutes June 11, 2018 - 5:30 PM site options developed by Moriyama & Teshima Architects in Phases 1 and 2 be used as the basis for community engagement and stakeholder consultations, which would commence in Q1 2019; 3. That Council approve retaining Moriyama & Teshima Architects for Phase 3 as permitted in the Purchasing Policy, Section 7 (Repetitive Projects/Assignments for Consultants for Continuous Service) and as outlined in the Request for Proposal (RFP-27- 2017 Municipal Headquarters Needs Assessment and Master Plan); 4. That the Chief Administrative Officer and Treasurer be authorized to negotiate the terms and conditions and award a contract to Moriyama & Teshima Architects for the Phase 3 work plan; 5. That Council provide pre-budget approval of $50,000 from the Whitby Municipal Building Expansion budget in 2019 for Phase 3 of the Civic Centre Project and that the funding source(s) be determined by the Treasurer; 6. That staff report back to Council in 2019 with the proposed community and stakeholder consultations plan, results of the community and stakeholder consultations, recommendations regarding next steps and subsequent project phases, and a recommendation for the retention of an archit

That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Council of the Town of Whitby at its special meeting held on June 11, 2018 and the same be considered read and passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.
