That the Town of Whitby adopt a year-round comprehensive pilot program to demonstrate and assess the effectiveness of various traffic calming measures under all operating conditions at site specific locations throughout the Town; and, 2. That traffic calming measures include: a. speed bumps; b. passive traffic circles; and, c. road diets.
