Special Council Meeting

1. That Joint Planning and Development, Public Works and Corporate Services Departments Report PL 8-14 be received for information; 2. That Council approve in principle the proposed Work Plan Schedule for the Brooklin Comprehensive Land Use and Transportation Master Plan Studies appended to Report PL 115-13 (Attachment #1 to Report PL 8-14), with revisions as necessary, to reflect the delay in finalizing the funding arrangements; 3. That staff be authorized to finalize the details of the Work Plan with the consultants and commence the Studies; 4. That Council approve the proposed funding plan for the Brooklin Comprehensive Land Use and Transportation Master Plan Studies as set out in Section 7.0B of Report PL 115-13 (Attachment #1 to Report PL 8-14); 5. That the cost sharing formula of 75/25 (Brooklin Landowners Group / Town of Whitby) be amended to also include consideration of the Brooklin Landowners Group costs for the following technical reports: - Natural Heritage Assessment (Beacon Environmental) - Hydrogeological Study (RJ Burnside) - Watershed Planning, Hazard Lands and Stormwater Management (Stonybrook and GHD) - Cultural Heritage Resource Survey (Wayne Morgan) - Stage 1 Archaeological Assessment (Archeoworks) 6. That Council move In-Camera in accordance with the provisions of the Procedural By-law # 6794-13 and the Municipal Act, 2001, Section 239 (b) personal matters about an identifiable individual, including municipal or local board employees.

That Council rise from the In-Camera session of the Special Meeting of Council.

That leave be granted to introduce By-law # 6827-14 and to dispense with the reading of the by-law by the Clerk and that the same be considered read and passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.

That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Council of the Town of Whitby at its special meeting held on January 27th, 2014, and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.
